ATAF Short Course on Revenue Forecasting and Analysis

This is a technical training aiming at exploring the potential of tax administrative microdata for analysis of the economy, tax policy measures and tax administration.

Most empirical economic analysis is based on survey data. However, the current trend of low and falling survey response rates question the value and accuracy of survey results. There is increasing use of tax administrative microdata in economic research and for the assessment and analysis of tax policy measures.

Combined data sets based on tax administrative microdata and national accounts data have the advantage to address tax policy challenges including protecting tax revenues in an era supporting fairness given the changing nature of economic mobility.

The technical training is to be structured in three parts:

  • The use of tax administrative microdata for assessment of tax policy measures
  • The role of tax administrative microdata to measure and analyse the economy
  • The value of applying tax administrative microdata to measure tax performance and closing tax compliance gaps
