Assembly of the Network of Tax Organisations

The NTO Assembly consists of the heads of all signatories’ secretariats and serves as a strategic forum that develops the strategic plans of the Network of Tax Organisations, approves its annual work plan, and decides on its overall funding strategy.

Council of the Network of Tax Organisations

The NTO Council is composed of five representatives of the signatories and is headed by one of its members, the Head of Council. The NTO Council is responsible for the operational management of the Network of Tax Organisations, the proposal of the annual work plan, and the implementation of the Assembly’s decisions. It provides advice and support to the Assembly and guides the work of the NTO Secretariat. Further, it is responsible for pursuing the objectives of the Network of Tax Organisations and observing the guiding principles.

Current composition of the Council (as of March 2024): ATAF (Chair), CIAT, IOTA, PITAA, and WATAF.

Secretariat of the Network of Tax Organisations

On a day-to-day basis, the activities of the NTO are steered by the NTO Secretariat, which is facilitated by the International Tax Compact (ITC). The International Tax Compact is responsible for facilitating the NTO secretariat which allows the latter to coordinate and implement the NTO’s work plan. The International Tax Compact is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-funded by  the European Union. It is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ).
